ci: проверки бота в SourceCraft CI — ruff, mypy, pytest с порогом покрытия

push в любую ветку (зеркало из Gitea, ADR-010) → кубы lint и test параллельно.
Порог покрытия — храповик в pyproject (fail_under), одинаков локально и в CI.
